Why is Ruben Ecleo Jr not under arrest?

He is under indictment in Cebu for murdering his wife in 2001 or 2002 (depending on which day she was actually killed and chopped up) and his bail has been cancelled. He was also convicted of graft for offenses while he was Mayor of San Jose. He is not hard to find so why is he still running loose?
